Meet Our Team

Seira Salemon - Chief Executive Officer

Prior to joining Astera Care, Ms. Salemon was the acting Controller for Dynaco Food Services, Inc., responsible for executing numerous strategic initiatives for the expansion of the company's operations within its Central California region.  She was also responsible of managing and overseeing various merges, acquisitions and reorganizations as well as valuation projects financially. Previously Ms. Salemon held an Assistant Finance Controller position at Conagra Foods Inc. (Fresno) for 2 years. At Conagra she was responsible in the implementation of internal control such as ad-hoc reporting and analysis for its multiple regional centers within Hawaii, California and Arizona regions. Ms. Salemon also co-founded BWS Capital Partners LLC and currently a member of the LLC. She holds a B.A in Accounting from Sid Craig School of Business, Fresno.  As the owner and CEO of Astera Care, Seira is also a Certified Care Manager for both Private Duty and MediCare clients.  Seira is energized in working with older adults, as it has been her childhood dream.  She witnessed firsthand how living with proper care enriched the lives of her grandparents and enabled them to maintain dignity and independence.  Email Seira at seira@asteracare.com

Jessica Rhodes Sierra - General Manager

As General Manager, Jessica's primary responsibility is managing day-to-day operations.  Jessica manages Astera Care's  team of caregivers, RN's and administrative employees. Jessica's tasks are wide-ranging and include client relations, overseeing staffing and care coordination, implementing safety programs, organizing ongoing training sessions, ensuring Astera Care is in full compliance with the law and overseeing employee productivity.  Jessica is a Certified Care Manager , overseeing the care provided by the many caregivers in the field.    Jessica also is instrumental to Astera Care's marketing, business growth and expansion.   Jessica has a Bachelor of Arts Degree in Law & Society from the University of California, Santa Barbara.  Email Jessica at jessica@asteracare.com

Marcella Young, RN- Director of Patient Care Services

As Director of Patient Care Services, Ms. Young is responsible for general oversight of the Company's care program.  Ms. Young works directly with Astera Care's Nursing Supervisor to ensure that home care services are being administered properly and in the best interest of the family.  She further is responsible that the Company is in compliance with the California Department of Health Services and with Astera Care's Policies & Procedures.  Since 1989, Ms. Young has worked as a Registered Nurse in various capacities, with the majoriy of her experience in Acute Care and Surgical Departments.  Prior to Astera Care, Ms. Young was employed as Director of Quality Improvement and Infection Control at St. Francis Medical Center in Santa Barbara and was Director of Case Manager/Utilization at Goleta Valley Hospital.  She holds certificates in Total Quality Management Program and in Association of Practitioners for Infection Control issued by the University of California at Santa Barbara.  Ms. Young received her Associate Degree in Nursing at Rhode Island Junior College.  Email Address:  marcella@asteracare.com

Carol Burke, RN - Nurse Supervisor

Ms. Burke provides in-home Care Management and oversees general in-home care services.  As Nurse Supervisor, Ms.  Burke is primarily responsible for monitoring the activities and care of our staff of over 100 employees.   She also provides in-home assessments, provides ongoing skilled nursing services, assists with in-home training of Certified Nursing Assistants and Home Health Aides, and manages medications for clients.  Ms. Burke brings 34 years of experience working and caring for seniors and others.  Since 1974, Carol has served in many different facets of the healthcare industry including skilled nursing facilities, hospitals and home health care.  Ms. Burke received her Associate Degree in Nursing at Los Angeles City College after earning a Bacherlor of Arts Degree in Journalism from California State University at Los Angeles.  Email Address:  carol@asteracare.com

Robin Dey, RCP, AE-C, RN

Mrs. Dey provides in-home skilled nursing services and oversees general in-home care for our clients.  Mrs. Dey schedules and makes in-home assessments, provides ongoing skilled nursing services, assists with in-home training of Certified Nursing Assistants and Home Health Aides, and manages medications for clients.  She has been employed as a Respiratory Therapist at Santa Barbara Cottage Hospital since 1975 and holds a Board Certification in Asthma Education.  As a Santa Barbara resident since 1965, Mrs. Dey attended local schools, including San Marcos High School and UCSB.  Mrs. Dey holds an Associate of Science Nursing Degree from Santa Barbara City College.

Norma Castillo - Accounting Manager   
                                                     
As Accounting Manager Ms. Castillo manages the billable time of our ever growing staff, maintains the integrity of our invoicing system and also ensures the accuracy and efficiency of our accounts payable and receviables.  Ms. Castillo brings 14 years of accounting experience to Astera Care.  She has worked within a diverse group of industries and as the Accounts Payable Manager for Dynaco, Inc she delivered a high level of accounting support and was utilized as a liason between several departments.  Ms. Castillo has also worked in the construction and agricultural industries.  Ms. Castillo has recently relocated to the Santa Barbara area from the San Juaquin Valley.  Email Norma at norma@asteracare.com

Amanda Vargas- Staffing & Administrative Assistant

As Staffing and Administrative Assistant, Amanda's primary responsibilities are providing assistance to the Company's Staffing Coordinator including ensuring client and caregiver schedules are coordinated as necessary and hiring nurses and caregivers.  Amanda also maintains the bulk of Astera Care's records including employee and client files.  Prior to Astera Care, Amanda was involved in other facets of Healthcare and will be returning back to school to pursue her nursing degree.  Amanda is a proud mother of two strapping boys.  Email Amanda at amanda@asteracare.com
